简要规则描述：针对村内老旧公共设施及部分点位周边绿化开展提升改造，对中港中心路沿线凉亭、健身点；中港一队支路沿线休闲场地、凉亭、健身点；东港公路-中港一队支路、东港公路-中港机口路主门节点景观；为老服务中心村委会及周边场地等零星点位开展提升等。

Brief Specification Description: Improvement and renovation will be carried out on outdated public facilities inside the village and green belts around selected sites. The scope covers pavilions and fitness spots along Zhonggang Central Road; leisure areas, pavilions and fitness spots along the Branch Road of Zhonggang First Team; gateway node landscapes at the intersections of Donggang Highway & Zhonggang First Team Branch Road, Donggang Highway & Zhonggang Jikou Road; as well as scattered sites including the Elderly Service Center, the Village Committee and their surrounding premises.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。5）本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: Policy on Mandatory Procurement of Energy-saving Products: Mandatorily procure the items marked with "★" in the state-released energy-saving product catalogue.Energy Conservation Incentive Policy: Under equivalent technical indicators, service conditions and other criteria, give procurement priority to products listed in the state-released energy-saving product catalogue.Environmental Protection Incentive Policy: Under equivalent performance, technical indicators, service conditions and other criteria, give procurement priority to products included in the state-released environmental-friendly product catalogue.Implement reserved quota measures to increase the proportion of small and medium-sized enterprises (SMEs) in government procurement and support SME development: this project is exclusively procured for SMEs, and no price discount preference will be granted to SME products during evaluation.Imported products are not accepted in this project.

(c)本项目的特定资格要求：（1）满足《中华人民共和国政府采购法》第二十二条的规定 ；（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以提交响应文件截止之日前三年内的信用记录为准］。（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；（4）具有建筑工程施工总承包资质三级及其以上资质；（5）安全生产许可证（有效期内）；（6）投标人拟派项目经理的建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (3) It shall be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branches are not permitted to participate in the bidding activities of this project in their own name);(4) Possess Grade?3 or higher general contracting qualification for construction engineering;(5) Hold a valid Safety Production License within the validity period;(6) The project manager assigned by the bidder shall have the Practicing Qualification of Class?2 (or higher) Registered Constructor specializing in construction engineering and a valid safety production assessment certificate;(7) Different suppliers whose legal representatives are the same person or who have direct shareholding or management relations shall not participate in government procurement activities under the same contract. 根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
