简要规格描述或项目基本概况介绍、用途：对洋山保税区范围内的所有在用交通设施，包括信号机、信号灯具、灯杆、监控、线缆、全景高清球机等设施，进行应急维修、维护、安全巡视、机房设备养护、平台养护、监控运维、信号机系统优化等养护内容。

Brief specification description or basic overview of the project: This project involves the maintenance of all in-service traffic facilities within the Yangshan Free Trade Zone, such as signal controllers, signal lamps, lamp poles, monitoring equipment, cables, panoramic high-definition dome cameras and other facilities. The maintenance scope covers emergency repair, routine maintenance, safety patrols, equipment room maintenance, platform maintenance, monitoring operation and maintenance, as well as optimization of the signal controller system.

合同履约期限：本项目服务期限自合同签订之日起期限三年，采取一次招标三年沿用、分三个年度分别签订合同的方式实施。本次合同服务期限为自*开通会员可解锁*起一年。

The Contract Period: The service period of this project shall be 3 years from the date of signing the first contract. These contracts shall be implemented through a one-off bidding process valid for the entire three-year period, with separate contract executed annually for each year.The service period of this contract shall be one year from May 6, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》。

(b)Qualification requirements to be met to implement government procurement policies: According to the "Measures for Government Procurement to promote the Development of Small and Medium-sized Enterprises" and other regulations, this project is exclusively open to small and medium-sized enterprises. Small and medium-sized enterprises shall provide the “Declaration Letter for Small and Medium-sized Enterprises" as required.

(c)本项目的特定资格要求：（2）本项目不接受联合投标。（3）具有省级及以上建设主管部门颁发的公路交通工程（公路机电工程）专业承包二级及以上资格。

(c)Specific qualification requirements for this program: Joint bidding is not accepted for this project.Bidders shall hold a professional contracting qualification of Grade II or above in Highway Traffic Engineering (Highway Electromechanical Engineering) issued by construction administrative departments at the provincial level or above.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
