二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).

(c)本项目的特定资格要求：具有住建部电力工程施工总承包三级及以上资质，还应同时具有“国家能源局监管局(或国家电力监管委员会)”颁发的承装、承修、承试三级以上(含三级)电力设施许可证。本项目专门面向中小微企业采购。

(c)Specific qualification requirements for this program: It must possess a level three or higher qualification certificate for power construction general contracting issued by the Ministry of Housing and Urban-Rural Development, as well as a level three or higher (including level three) Power Facility License for installation, maintenance, and testing issued by the National Energy Administration Regulatory Bureau (or the National Electric Power Regulatory Commission). This project is specifically procured from small, medium, and micro enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
