5.Contract Terms:

① Payment method is electronic transfer, payable within 30 days after invoice submission;

② The successful bidder must provide a performance guarantee within 30 days after contract signing;

③ Services are billed based on time, materials, and mileage; bidders must specify rates for labor, remote support, travel, etc.;

④ Contract execution must comply with South African laws such as the Competition Act and the Prevention and Combating of Corrupt Activities Act, prohibiting collusive bidding, etc.

6.Grounds for Disqualification: Includes submission of documents in pencil, missing pages or failure to submit required documents, unsatisfactory performance in the past 5 years, inclusion in the tender defaulters' register, outstanding tax or municipal fees for more than 3 months, etc. (10 categories in total).

1.Project Background: The underground cables under the original 11kV high-voltage power supply line at Goodtrouw Dam were stolen and damaged. This tender is for the subsequent repair of the low-voltage power supply system to restore power supply to the dam's outlet works, office, and residential areas.

2.Scope of Work:

① Remove and dispose of 2 mini substations and other scrap equipment, transporting them to Midmar Dam;

② Design, supply, install, and commission the low-voltage power supply system from the 400kVA transformer to the main distribution board for the outlet works, including the laying of 150 meters of armored cable, etc.;

③ Design, supply, install, and commission the low-voltage power supply system for the office and residential areas, including the supporting 100kVA transformer and IP55-rated outdoor distribution kiosk; the kiosk must reserve 30% internal space and include spare circuit breakers;

④ Provide all necessary certificates of compliance for electrical installations, operation manuals, and as-built drawings, ultimately delivering a fully functional power system.

3.Execution Standards: All work must comply with South African national standards such as SANS 10142-1, SANS 10198, international standards such as IEC 60502, and Eskom distribution standards.

4.Bid Submission Requirements:

① Mandatory attendance and sign-in at the compulsory site inspection briefing on February 12, 2026; submission of a valid CIDB 2 EP/2 EB grade certificate;

② Bidding documents must complete and sign designated SBD series forms, submit tax clearance certificate, CSD registration report, B-BBEE certificate, etc.; only sealed written bids accepted; telegraphic, email, and other electronic submissions are not permitted;

③ Each page of the bid document must be signed by the bidder; joint venture bidders must submit a joint venture agreement and authorization certificate; the successful bidder must submit manufacturer supply proof within 14 days.

5.Evaluation Process: Divided into four stages:

① Mandatory Requirements (failure leads to immediate disqualification);

② Functional Compliance (assesses team capability, construction plan, past experience, execution methodology; failure to fully comply leads to disqualification);

③ Administrative Compliance (checks registration status and submission of various documents);

④ Price and Specific Goals (80/20 points system: price 80 points, specific goals 20 points – female/disability/youth ownership 5 points each, local enterprise 2 points, B-BBEE Level 1-2: 3 points).

6.Safety Requirements: Bidders must submit occupational health and safety documents, a site risk assessment report, and a construction plan; appoint a dedicated project safety officer; comply with the South African Occupational Health and Safety Act; develop a specific risk management plan for identified risks at the dam construction site, such as flooding, electric shock, working at heights, etc.

7.Other Requirements: The bid price is a fixed price, inclusive of all transportation and taxes. Bidding documents must be sealed and labeled with the project number. Late bids will not be accepted. The employer is not bound to accept the lowest bid or any bid and does not bear any costs incurred by bidders in preparing their bids.
