简要规则描述：根据《浦东新区关于推进环保管家服务工作的指导意见》【浦府规〔2024〕7号】、浦东新区关于进一步明确涉及固定污染源的环保管家服务的通知【浦环〔2025〕120号】等文件精神，现拟通过公开磋商采购的方式，引入第三方环保服务机构，通过系统化、专业化、精细化、定制化的环保服务，统筹指导解决环境问题，降低环境污染风险，完善环境管理制度，提升镇域环境管理水平。（具体详见第三章采购需求书）

Brief Specification Description: According to the spirit of documents such as Guiding Opinions on Promoting Environmental Butler Service in Pudong New Area [Pufu Regulation [2024] No.7] and Notice of Pudong New Area on Further Defining Environmental Butler Service involving Stationary Pollution Sources [Puhuan [2025] No.120], it is planned to introduce third-party environmental service agencies through public consultation and procurement, and make overall guidance and solutions through systematic, professional, refined and customized environmental services. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：自合同签订之日起一年。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and micro enterprises, and small and micro enterprises do not implement price discounts during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（3）本项目不允许转包。

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
