1、采购条件Procurement Condition

孟加拉巴瑞萨发电有限公司（以下简称“采购人”）以公开询比方式采购2026-2028年度A修及急需备品备件空运服务，计划使用自筹资金用于本次询比后所签订合同的支付。Barisal Electric Power Company Limited, Bangladesh (hereinafter referred to as the “Purchaser”) intends to procure air transportation service for 2026 and 2028 Year through an Open Request for Quotation (RFQ) procedure. The Purchaser plans to use self-raised funds for payment under the contract to be signed as a result of this RFQ.

2、项目概况、采购范围Project Overview and Scope of Purchase

2.1、项目概况：孟加拉巴瑞萨307MW（净容量）燃煤电站项目位于孟加拉南部Barguna专区Taltali镇Buriswar River 入海口的东南侧，北距达卡直线距离约210公里，东距吉大港直线距离约190公里，地理坐标为北纬21°57'54''，东经90°4'1''。巴瑞萨307MW（净容量）燃煤电站由中国电建集团海外投资有限公司投资建设，目前已进入商业运营期。The Barisal 307 MW (Net Capacity) Coal-Fired Power Plant Project is located in the southern part of Bangladesh, in Taltali Town, Barguna district, on the southeastern side of the estuary of the Buriswar River. The project site is approximately 210 km north of Dhaka and 190 km west of Chattogram (straight-line distance). The geographical coordinates of the project are 21°57'54'' North Latitude and 90°4'1'' East Longitude. The Barisal 307 MW (Net Capacity) Coal-Fired Power Plant is invested in and constructed by PowerChina Resources Limited and has entered the commercial operation stage.

2.2、采购范围：为满足机组日常安全可靠稳定运行及2026年度A修工作需求，需采购2026-2028年度备品备件及材料（以下称“货物”）空运服务。空运服务范围为：根据生产需求，在2026年至2028年度，将急需的备品备件及材料从中国广州/香港机场空运至孟加拉达卡沙阿贾拉勒国际机场并运送至巴瑞萨燃煤电站项目现场，服务商负责中国段的所有单证、货物保险、报关手续及孟加拉段的所有清关、关税支付及内陆运输工作。Scope of Procurement: To ensure the safe, reliable, and stable operation of the power plant and to meet the requirements of the 2026 Annual A-level Overhaul, air transportation services for spare parts and materials (hereinafter referred to as “Cargo”) for 2026–2028 are to be procured. Scope of Air Transportation Services: Based on production needs, during the period from 2026 to 2028, urgently required spare parts and materials shall be transported by air from Guangzhou/Hong Kong Airport in China to Hazrat Shahjalal International Airport in Dhaka, Bangladesh, and then delivered to the Barisal Coal-Fired Power Plant Project site. The Bidder shall be responsible for all documentation, cargo insurance and customs declaration procedures in China, as well as all customs clearance, duty and tax payments, and inland transportation in Bangladesh.

2.3、采购数量：各类型机组检修、运行期间急需的备品备件及物资，约10吨重，将根据实际生产需求，分批次，不定时发运。Approximately ten (10) tons of various urgently needed spare parts and materials required during power plant maintenance and operation will be shipped in multiple batches on an irregular schedule, subject to actual production requirements.

2.4、合同时间：2026年至2028年两年。Term of Contract: 2026 and 2028, total two (2) years.

2.5、货物发运：从中国广州/香港机场发运至项目。Delivery of Cargo：From the Guangzhou or Hongkong Airport of China to Barisal coal-fired power plant site.

2.6、其他：报价有效期90天，其他见附件。Other: The validity of Bid shall be 90 days, the other see the attachments.

3、服务商资格要求Eligibility Requirements for Bidders

本次公开询比采购要求服务商具备以下条件：Bidders participating in this Open RFQ shall meet the following conditions:

3.1必须是在孟加拉境内注册的企业法人，具有独立承担民事责任的能力。The Bidder shall be a legally registered corporate entity inside Bangladesh, with the ability to independently bear civil liabilities.

3.2应具有履行空运服务合同的能力，有至少两（2）年中国广州或香港至孟加拉达卡的空运服务经验。The Bidder shall have the capability to perform the air transportation contract, and shall possess at least two (2) years of experience in air transportation services from China Guangzhou or Hongkong to Dhaka, Bangladesh.

3.3应具有良好的银行资信和商业信誉，近两（2）年没有处于被责令停业、财产被接管、冻结、破产状态，无采取非法手段谋取不正当利益的违法、违纪不良记录。The Bidder shall have good bank credit and commercial reputation. In the past two (2) years, the Bidder shall not have been subject to orders to suspend business operations, property takeover, freezing, or bankruptcy, and shall have no illegal or disciplinary records of seeking improper benefits by unlawful means.

3.4报价人不是中国电力建设集团（股份）有限公司的禁入服务商。The Bidder shall not be a banned supplier of PowerChina Corporation.

3.5能够接受孟加拉塔卡付款，并开具Mushak发票。The Bidder shall be able to accept payment in Bangladesh Taka (BDT) and issue Mushak invoices.

3.6本次采购不接受联合体。Consortium participation is not accepted for this procurement.

4、采购文件的获取Acquisition of RFQ Documents

凡有意参加报价者，请于 *开通会员可解锁*12时00分前（北京时间）在中国电建采购招标数智化平台（https://bid.powerchina.cn/bidweb/#/login，以下简称“采购平台”）获取采购文件，采购文件免费提供。Potential Bidders shall, prior to 12:00 PM on May 11th, 2026 (Beijing Time), to obtain the RFQ Documents, which shall be issued free of charge via the PowerChina E-Bidding System https://bid.powerchina.cn/bidweb/#/login.

5、响应文件的递交Submission of Bids

1、响应文件递交的截止时间（响应截止时间，下同）为*开通会员可解锁*12时00分（北京时间），服务商应在截止时间前通过采购平台递交电子响应文件。The Bid Submission Deadline (hereinafter referred to as “Bid Submission Deadline”) shall be 12:00 PM, May 14th, 2026 (Beijing Time), Bid shall be submitted electronically via the E-Bidding platform (https://bid.powerchina.cn/bidweb/#/login) prior to the Bid Submission Deadline.

（1）本次采购将通过采购平台全程在线开展，电子响应文件的加密、提交等流程须各服务商在线进行操作。服务商须提前办理数字证书用于在线递交响应文件，办理方式详见采购平台首页，并严格按照要求进行在线操作，因操作流程失误造成的递交失败将由服务商自行承担后果。This is a full-process online procurement. Bidders must encrypt and submit their electronic response documents via the platform. A Digital Certificate is mandatory for submission (see the platform homepage for instructions). Please strictly follow the operational guidelines; the Bidder assumes all risks and consequences for submission failures due to improper operation.

（2）开启由“采购平台”在响应截止时间后自动对各家响应文件进行解密，服务商及时关注开启结果。The platform will automatically decrypt all electronic responses once the deadline has passed. Bidders shall follow up the result accordingly.

2、响应截止时间及递交地点如有变动，采购人将及时以书面形式通知所有已获取采购文件的服务商。Provided that any change of the submission deadline or the bidding method, the Purchaser shall inform all the potential Bidders who have received the Procurement document online.

6、发布公告的媒介Publication of RFQ

本次询比采购公告在中国电建阳光采购网（http://bid.powerchina.cn)上发布。This Open Request for Quotation is published on PowerChina Sunshine E-Bidding System (http://bid.powerchina.cn).
