Flender Ltd., China ("FLC"), a company duly organized under the laws of the People's Republic of China ("PRC") and having its principal place of business at No. 20, Shuangchen Middle Road, Beichen Economic Development Area, 300400 Tianjin, China, hereby makes the following statements:

依据中华人民共和国法律成立的弗兰德传动系统有限公司(主要营业地址为中国天津市北辰经济开发区双辰中路 20 号, 邮政编码:300400)特此声明:

(1) Shaanxi Zhengchenghe Industrial Technology Co., Ltd., a company duly organized under the laws of PRC and having its principal place of business at No 1-3,No 38 Chejiabao Industial Park,Xi'an Shaanxi , is duly authorized to sell and/or supply the Flender Goods proposed in its Bid in response to your Invitation to Bid in respect of Yan'an, Shaanxi Province Flender Gearbox Maintenance Project; the Flender Goods are manufactured or supplied by FLC or Flender affiliates or both;

依据中华人民共和国法律成立的陕西正诚和工业技术有限公司,主要营业地址为陕西省西安市未央区车家堡工业园 38 号 1 排 3 号,已被正式授权销售和(或)提供其投标书中所列明之弗兰德货物:该投标书系针对 陕西省延安市 区域 弗兰德威速机相关的采购和维修项目的招标邀请文件所作出的:而所涉及弗兰德货物由弗兰德传动系统有限公 司或弗兰德关联公司单独或共同生产或提供;

(2) FLC hereby agrees to supply Flender Goods proposed to be supplied in the Bid of Shaanxi Zhengchenghe Industrial Technology Co., Ltd., provided however that such supply is not prevented by any impediments arising out of national or international foreign trade or customs requirements or any embargoes or other sanctions, or Flender policy regarding cooperation with business partners;

弗兰德传动系统有限公司特此保证提供陕西正诚和工业技术有限公司投标书中列明的弗兰德货物,除非因遵守国内、 国际外贸规定或海关规定或任何禁运、制裁规定或弗兰德与商业伙伴合作的合规政策而无法提供;

(3) Notwithstanding the foregoing, FLC's responsibilities under this Letter of Authorization in respect of the Flender Goods or the supply of the Flender Goods shall be limited to those stipulated in the sales agreement to be concluded by FLC.

然而,弗兰德传动系统有限公司在本授权书中对于弗兰德货物或提供弗兰德货物之责任仅限于弗兰德传动系统有限 公司所签署的货物销售合同所规定之责任。

IN WITHNESS WHEREOF, FLC has caused this Letter of Authorization to be signed by its duly authorized representative(s) on this 09th day of Sep. 2025 and accepted by Shaanxi Zhengchenghe Industrial Technology Co., Ltd. duly authorized representative(s) on this 09th day of Sep. 2025. The validity of the letter is from the date of signature by FLC's authorized representative(s) till 08th day of Sep. 2026.

弗兰德传动系统有限公司之正式授权代表于*开通会员可解锁*签署本授权书,并由陕西正诚和工业技术有限公司之正 式授权代表于*开通会员可解锁*予以认可。本授权书自弗兰德传动系统有限公司之授权代表签字之日起生效。有效期 至*开通会员可解锁*。
