Bids submitted in this tender must not exceed the first-year maximum limit; any bid exceeding this limit will be rejected and treated as invalid. Funding for this project is allocated from the financial budget of Pudong New Area, subject to the actual budget approval amount. If the budget approval amount for the next year exceeds the original winning bid, a supplementary agreement must be signed for settlement, with all supplementary agreements' procurement amounts not exceeding 10% of the original winning bid. If the budget approval amount for the next year exceeds 10% of the original winning bid, the contract will not be renewed, and procurement will be organized separately in accordance with government procureme

(c)本项目的特定资格要求：（1）有公共交通运营资质且拥有上海市交通委员会颁发的上海市公共汽车和电车客运线路经营权证；（2）本项目专门面向中小企业（残疾人福利企业、监狱企业视同中小企业）；（3）本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (1) Having the qualification to operate public transportation and possessing the Shanghai Public Bus and Tram Passenger Transport Line Operation Certificate issued by the Shanghai Municipal Transportation Commission; (2) This project is specifically aimed at small and medium-sized enterprises (disabled welfare enterprises and prison enterprises are considered as small and medium-sized enterprises); (3) This project does not accept consortium bidding.
