简要规则描述：为更好统筹发展和安全，有效预防矛盾纠纷、保障群众权益、降低安全风险，维护社会稳定，确保重大工程及重点项目征收腾地顺利推进，购买第三方服务，对工程征收腾地开展秩序维护等保护性施工安保服务。经初步测算，预估后两年工程清障及动迁基地共约60个。

Brief Specification Description: To better balance development and security, effectively prevent conflicts and disputes, safeguard public rights and interests, reduce safety risks, maintain social stability, and ensure the smooth advancement of land acquisition for major and key projects, third-party services are procured to provide protective construction security services, such as order maintenance during land acquisition. Preliminary estimates indicate approximately 60 such projects for clearance and relocation bases in the next two years.

合同履约期限：自签订合同起两年，具体以合同签订日期为准。

The Contract Period: For two years from the date of contract signing, as specified in the contract.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位， 并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises

(c)本项目的特定资格要求：3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；4、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动），具有与委托业务相关的履约能力；5、本项目不接受组成联合体；6、法定代表人或企业负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段磋商；7、具有省市级公安部门核发的有效的《保安服务许可证》。

(c)Specific qualification requirements for this program: 3. Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; 4. It must be a legal entity or unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies to participate in procurement activities in their own name), and have the ability to fulfill the contract related to the entrusted business; 5. This project does not accept the formation of a consortium; 6. The legal representative or enterprise leader of the same person or different suppliers with controlling or management relationships shall not participate in the negotiation of the same section; 7. Having a valid Security Service License issued by the provincial and municipal public security departments.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
