简要规格描述或项目基本概况介绍、用途：为上海市浦东新区精神卫生中心提供特种保安服务，项目以岗位清算，共计 7 个岗位点，工作日程根据医院具体需求（请见第五章 采购需求书中的《岗位设置一览表》），投标人在本次投标报价中应充分考虑岗位/人数配比（如岗位换休、请假、就餐等其他可能离开岗位的情况，以及充分考量法定工作时长等因素）适配足够数量保安队员以满足岗位需求。（具体详见第五章 采购需求书）。

Brief specification description or basic overview of the project: To provide special security services for the Pudong New Area Mental Health Center in Shanghai, the project involves job liquidation, with a total of 7 job sites. The work schedule is based on the specific needs of the hospital (please refer to the "Job Setting List" in Chapter 5 Procurement Requirements). Bidders should fully consider the job/personnel ratio in this bidding quotation (such as job rotation, leave, meals, and other possible situations that may leave the post, as well as fully consider factors such as statutory working hours) to adapt a sufficient number of security personnel to meet the job requirements. (Please refer to Chapter 5 Procurement Requirements for details).

合同履约期限：服务期限1年，具体开始时间以采购人通知为准。

The Contract Period: The service period is 1 year, and the specific start time shall be subject to the notification of the purchaser.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；（2）具备公安部门核发的有效的《保安服务许可证》；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (2) Having a valid Security Service License issued by the public security department; (3) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (4) This project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
