Lump-sum works contract with price evaluation to carry out the project, which mainly consists of:

* Construction of the Guadalajara Industrial Electrical Substation - Bank 2 + Expansion (300 MVA - 230/69 kV - 0.4 A).

* 瓜达拉哈拉工业变电站——第二组及扩建工程建设（300 MVA，230/69 kV，0.4 A）。

* Construction of the Santa Cruz Electrical Substation Expansion (2A - 69 kV).

* Santa Cruz 变电站扩建工程建设（2A，69 kV）。

* Includes upgrades at seven associated substations, construction of seven 69 kV transmission lines, and recalibration of two transmission lines using high-temperature conductors.

The project scope includes the supply of permanent installation equipment and materials; development of engineering related to electromechanical and civil design concepts; execution of electromechanical and civil works; performance of pre-operational testing; preparation, analysis, and evaluation of required studies (geotechnical studies, topographic surveys, and soil resistivity); and the delivery of training and capacity-building programs.
