简要规则描述：为规范机动车停车，维护城市道路交通秩序和市容环境，本项目拟在上南路、林恒东路、东明路、上浜路、联丰路等道路新装抓拍机动车违停探头。主要工作内容为安装智能球型摄像机、光通信设备、标志板、室外信息配线箱、光缆终端盒、阀式避雷器等；（具体数量及要求详见工程量清单）

Brief Specification Description: In order to regulate motor vehicle parking and maintain urban road traffic order and urban appearance environment, the project plans to install new cameras to capture motor vehicle illegal parking on Shangnan Road, Linheng East Road, Dongming Road, Shangbang Road, Lianfeng Road and other roads. The main work content is to install intelligent ball camera, optical communication equipment, sign board, outdoor information distribution box, cable terminal box, valve arrester, etc. (Please refer to the Bill of Quantities for specific quantities and requirements)

合同履约期限：工期要求：施工工期60日历天（以采购人指令为准），计划开工日期：*开通会员可解锁*。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；2、须系我国境内依法设立的法人； 3、具有电子与智能化工程专业承包二级及其以上资质； 4、具有安全生产许可证（有效期内）； 5、拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人； 6、业绩要求：无； 7、其他要求：无。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2, must be a legal person established in accordance with the law within China; 3, with electronic and intelligent engineering professional contracting grade II and above qualifications; 4, with safety production license (valid period); 5. The person in charge of the proposed project shall have the qualification of a registered construction engineer of Grade II or above in mechanical and electrical engineering, and shall have an effective safety production assessment certificate, and shall not be the project leader of other construction projects under construction; 6. Performance requirements: None; 7. Other requirements: None.
